Gas pipe on the site: what restrictions and rules must be followed during gasification

Laying a gas pipeline on the site of a private house is a responsible task, since gas is an explosive substance. The installation of a gas pipeline must comply with all building codes and regulations, and also take into account some restrictions that are imposed on these systems for safety reasons. First of all, to understand the issue, it is necessary to understand the types of gas pipelines.

The presence of gas pipes and equipment on the site requires compliance with safety rules during construction

What are the benefits of this location?

Having figured out what it means - a gas pipe runs along the boundary, it is worth dwelling on the question of who will benefit from choosing a property with such a location of gas communications.
Gas pipes along the border of the plot - who benefits from renting a house without gas installed in it? You may not take into account the fact that in the future the land plot will go up for sale, or the construction of a house is only planned. And everything will be designed to bring gas supply to the house.

Please note that when purchasing real estate, you must find out from the dealer how much not only your home will cost, but also what price you will have to pay for the gas supply to the house. It’s even better to find out this issue from your neighbors, perhaps they recently had to deal with this problem

Gas pipe on the site: what restrictions exist for the security zone?

Certain restrictions are imposed on the territory that is located within the security zone. Let's look at them:

  • The construction of various buildings is strictly prohibited;
  • if part of the bridge falls within the protected zone of the gas transmission communication, then its demolition or reconstruction work is prohibited without obtaining permission from the relevant authorities;

Important! The destruction of benchmarks and other signs located on communications is strictly prohibited.

  • construction of landfills in the protected zone is prohibited;
  • It is prohibited to store toxic waste, acids, alkalis or other aggressive chemical compounds within the security zone;
  • It is forbidden to erect obstructing elements within the security zone (for example, fences);
  • In no case should a fire be lit in areas located within such a zone;
  • It is prohibited to cultivate the soil at a depth that exceeds 30 cm.

For gas pipeline structures that are in the process of being laid, approval of such zones is carried out in the presence of the owner of the site. For existing gas transmission lines, the presence of the owner of the land plot is not mandatory.

First stage

First, you need to draw up technical specifications (TS) at the gas distribution organization (GRO), which is in every city. You can request the address from your administration; they will respond in no more than 5 days (only workers are counted).

Technical conditions are a document confirming the possibility of connecting a house with certain characteristics to the existing network. If you plan to consume less than 8 m3/hour, specifications are issued free of charge. After submitting all documents, the GRO is obliged to issue a document or justify its refusal no later than 10 days later.

A request for technical specifications can be submitted in person, or you can fill out documents online. A complete list of related securities should be posted on the GRO website:

  • request for technical specifications;
  • documents that you are the owner of the site or have the right to use it;
  • documents for the house (if construction is completed);
  • situation plan (can be obtained from your administration, the service is free, delivery period is 10 calendar days);
  • calculation of the maximum hourly gas consumption (calculation is paid, the gas distribution department can tell you who to contact), if the planned consumption is no more than 5 m3/hour, calculation is not required;
  • permission from the owner of the gas pipeline to tie in or notify about the assignment of capacity;
  • a copy of the applicant's passport;
  • power of attorney if the request is not submitted by the applicant.

The request for the submission of technical specifications must contain your full name and address (if you are an individual), the planned date when construction will be completed, and the maximum hourly gas consumption. The document form can be downloaded on the GRO website.

The owners of pipelines are private individuals, non-profit associations, organizations, local municipalities or gas distribution organizations. Before you obtain permission to tap into it, you will need to find out who owns the pipe. This needs to be clarified with the regional gas office.

What the technical conditions look likeSource www.novostroykin.ru

If the owner of the pipe is a private person or company, written consent is obtained from them. The document is drawn up in any form, but you can also request a sample permit for tapping into a gas pipeline from the local gas distribution department. It is better to have the consent notarized. For connecting to the network, the owner may demand monetary compensation, the amount of which is not established by law. The fact of payment must be recorded with a receipt.

In a situation where the networks belong to the administration, permission is obtained through the State Services portal. The service is provided free of charge, the delivery period is up to 30 days (working days). To register, individuals will need:

  • statement;
  • identity document (copy);
  • title documents for the building (copies);
  • documents for a plot of land (copies);
  • copies of the external gas supply project (gasification plan).

Sample permission for tie-in from a private personSource metalobr.ru

The gas project is prepared by the gas distribution organization or another company approved for this type of activity. Even if there is no need to obtain permission from the administration, it will be required in the following stages. When ordering a project from a private company, you will have to deal with market prices, which may vary depending on the location. If you order a project from the GRO, the cost will be determined according to the recommendations of the FAS. On average, a resident of the Moscow region will spend 30–60 thousand rubles on a gas tapping project; in the regions, prices are lower.

The technical conditions will be valid for 70 days after issue. During this period, contact the GRO again for connection.

Procedure and rules for connecting gas to a private house

To supply gas to a house, at the construction stage you need to obtain technical specifications (TU) for tapping into a centralized gas pipeline. The owner of the building must also have documents for the heating equipment installed in the house

It is important to arrange everything correctly so that there are no problems and overpayments during further operation

The procedure for connecting to a centralized gas supply system is regulated by legislative acts of the Russian Federation. The main one is the “Rules for the technological connection of capital construction projects to gas distribution networks” in the latest edition.

In accordance with this document, to insert gas, the user must:

  1. Submit an application to obtain technical conditions for gasification;
  2. Choose equipment (boiler) and determine the optimal resource requirement for your home;
  3. Obtain approval from the competent authorities and conclude a gas supply agreement;
  4. Develop a gasification project;
  5. Fulfill technical conditions;
  6. Connect to the gas distribution network;
  7. Sign a gas supply agreement.

This is a ready-made algorithm by which you will receive technical conditions and be able to easily connect to a centralized gas pipeline system that provides heating to your locality.

The difference between “gas along the border of the site” and “gas in the house”

If you are planning to purchase a building plot with the wording “gas in the house,” this means that the owner has received specifications for connecting to a common gas pipeline. If there is a building on the ground, a separate boiler room can be equipped in it, the necessary equipment (boiler, pressure reduction cabinet, etc.) can be installed, for which there must also be documents.

This option is most preferable because:

  • The site has already been gasified, so you don’t have to wait for connection (usually this takes 1-2 years).
  • There are technical specifications for tapping into the gas pipeline, and the necessary work has been paid for.

Unfortunately, most often land is offered to potential buyers with the wording “gas along the border of the plot”, and when purchasing such real estate, one must remember the following:

  1. The “buy-build-live” option will not work, since gas supply in the best case (if you managed to join a cooperative in the process of gasification of the village) will take several months. From scratch, this issue is usually resolved in 1.5 - 2 years.
  2. There are no guarantees that gas can be supplied to the house, even if the pipe runs along the very border of the property. The fact is that gas consumption standards are calculated for each village, so often property owners have to deal with the fact that by the time they are ready to connect to the gas pipeline, the allocated capacity is not enough.
  3. The cost of connecting gas to a house can reach up to 1 million rubles. Since the pipe runs along the border of the site, we can say that the village itself has already been gasified. As a rule, in this case, a legal entity (usually a non-profit enterprise) is created on the basis of a cooperative, which builds a gas pipeline. Then it can be transferred to the balance sheet of the State Unitary Enterprise MO Mosoblgaz, although most often a non-profit enterprise takes on these functions. This means that the cost of the tie-in will be determined by the local cooperative, and the amounts can sometimes exceed the actual cost by 2-4 times. In the best case, they will ask for 300 thousand rubles for cutting into a gas pipeline (even if the pipe runs along the very border and the pipeline is only a couple of meters), but most often this amount ranges from 500 - 700 thousand rubles.

How to protect yourself when buying a plot of land

If you are planning to purchase land, you need to know the following points in advance:

  • Which organization is in charge of the gas pipeline?
  • Is there a technical specification of the State Unitary Enterprise MO "Mosoblgaz" for gasification of the village.
  • Is this land plot included in the application for obtaining technical specifications?
  • What capacities have been allocated?

A potential buyer can obtain this information from the cooperative, although one often encounters a reluctance to communicate on this topic. It is best to ask your future neighbors if any of them have recently connected to the gas pipeline, so you can find out the real timing and cost of gasification of the site. You can also contact the State Unitary Enterprise MO Mosoblgaz, but you will have to go there with the seller, since without documents confirming ownership, they will not give you any information.

Operational features of gas pipelines made of different materials

Gas pipelines with high pressure are mounted from pipes that have large dimensions. In cases where it is necessary to make a structure of increased strength, seamless steel pipes are used. The joining of such pipes is carried out using welding equipment. Welding such products is a rather labor-intensive process.

The most suitable material for pipes through which gas will be transported is copper. This is due to the fact that copper has several performance advantages over its steel counterparts. Let's consider the main advantages of pipelines made of this material:

  • small weight;
  • easy installation;
  • corrosion resistance.

However, copper gas pipelines are used quite rarely, as they are expensive.

If pipes with thin walls are used when laying gas transmission lines, it is recommended to take into account their high thermal conductivity coefficient. Due to their high thermal conductivity, such products tend to become covered with condensation.

Helpful information! To ensure anti-corrosion properties, it is recommended to coat the surface of steel pipelines with oil paint (in several layers).

When laying gas networks underground, the use of polymer pipes is permitted

When laying gas transmission lines underground, as a rule, pipes made of modern polymer materials are used. The most popular polymers used for these purposes are polypropylene (PP) and polyethylene (PE). Let's consider the main advantages of such polymers:

  • high coefficient of flexibility;
  • corrosion resistance;
  • ease of installation;
  • democratic price.

Pipes made of polymer materials are ideal for underground installation, as they feel comfortable under such conditions. It is very important to remember that plastic pipelines are used only for organizing lines with low pressure levels. Polymer pipes have appropriate markings that determine their operational affiliation. For example, polyethylene pipes used for gasification of private buildings are produced black and have a yellow marking.

The distribution of the gas transport structure inside the house is carried out using special flexible hoses. Such hoses are made from a special material - vulcanized rubber, and are also distinguished by the fact that they have reinforcement. In most cases, they are used to connect gas stoves to geysers.

Such hoses have operational limitations that are worth paying attention to:

  • they do not apply if the room temperature exceeds +45 °C;
  • It is prohibited to use rubber hoses in areas that are located in seismically active areas (more than 6 points);
  • they are not used in high-pressure communications.

You may not take into account the fact that in the future the land plot will go up for sale, or the construction of a house is only planned. And everything will be designed to bring gas supply to the house.

It doesn’t matter how beautiful the building is; in our region it is also important to have heating in order to ensure comfort and coziness in the house in winter

Please note that when purchasing real estate, you must find out from the dealer how much not only your home will cost, but also what price you will have to pay for the gas supply to the house. It’s even better to find out this issue from your neighbors, perhaps they recently had to deal with this problem

Project

It is impossible to carry out gas without a clear project, which indicates not only the location, but also the details of the work itself. This document is prepared exclusively by the design organization; you shouldn’t even take on an independent project, because it still needs to be approved. Moreover, the design organization must be licensed, and the customer has every right to demand this license. The cost of the work will depend not only on the complexity of the project and materials, but also on the organization itself. Prices vary, so it would be advisable to first take the price list and then choose the best option. In addition, the designer will register for the installation of gas appliances.

What does border gas mean?

The wording “gas along the border of the plot” is often found in documents for a land plot for individual construction. As a rule, these are plots on the territory of a dacha cooperative or cottage community. The term mentioned above means that there is a gas main in the area of the territorial association and it is possible to connect to it.

Many inexperienced buyers buy such plots, hoping that later, after building a house, they will be able to gasify it without any problems. However, this is not the case, and here's why:

Typically, the costs of installing a gas pipeline are borne by the village administration or the management company. Thus, the local cooperative itself determines the cost of inserting into a given gas pipeline. If you buy a plot of land in populated settlements, at a stage when everyone has already built houses, you should be prepared for the fact that the total power consumption may be too high, and you may be denied connection to the main line.

Thus, we come to the important difference between the concepts of “gas in the house” and “gas along the border of the site”:

Important! The presence of a gas pipe at the border of the site does not guarantee connection to the centralized gas supply system. If you joined the cooperative at the stage of gasification of the village, you will still have to wait some time

In some cases, the waiting period lasts 1.5-2 years. You need to be prepared for this, especially if you are going to move into a built house for permanent residence.

If you joined the cooperative at the stage of gasification of the village, you will still have to wait some time. In some cases, the waiting period lasts 1.5-2 years. You need to be prepared for this, especially if you are going to move into a built house for permanent residence.

As a rule, plots with communications along the border are much cheaper, which attracts potential buyers. At the same time, no one stipulates the nuance that further connection to the pipeline can be very expensive, and the organizations that laid the gas pipeline to the territory of the village can speculate on prices.

There are cases in the Moscow region when the price for just connecting gas reached 1 million rubles

Therefore, before formalizing the transaction, it is important to clarify all aspects of the site related to communications. Please note that in addition to connecting the gas pipeline, you may incur other additional costs if power distribution panels and water distributors are located far from the site

What does “gas border” mean?

Before buying a house without gas communications, you should carefully evaluate all the nuances associated with the wiring of blue fuel into the building. As mentioned above, the price for connecting gas to a home can be high. When you find out the whole truth about the real state of affairs, then the euphoria from buying a home goes away.

And not only for this reason, you will not immediately move into your own home, you will still need to go through many offices and solve bureaucratic problems with connecting blue fuel

And the family will again need to save in order to raise money for home improvement. The move will be delayed because of this. The phrase that is often found in advertisements for the sale of real estate: gas passes along the boundary of the plot means that gas pipes run nearby, but there is no gas supply to the house .

The homeowner will have to independently prepare documentation for gas supply to his home and hire specialists to do all the work related to the gas supply to a private home. In addition, all material costs for the purchase of gas pipes, valves, paint, meter, boiler, gas water heater, etc. will be borne by the owner of the home.

You will also need to negotiate with the neighbors and pay them their share of the investment for the fact that they extended gas pipes to the boundaries of the site, and paid for the construction of a gas distribution station (GDS), if one is provided for by the project.

Gas supply along the boundary - important aspects

When the owner of the gas pipeline is a company, then crashing into the gas pipeline will be problematic

Therefore, experienced specialists advise paying attention to such moments when purchasing property with prescribed conditions, when gas passes along the border of the site

When connecting your house to gas, you will have to calculate how much the materials for connecting to the gas network, the services of gas specialists, and that’s not all, will cost, then you need to do the wiring around the house, there will also be separate costs

Before buying a house, be sure to inquire about gas communications.

When a gas pipeline passes along the boundary of a site, it is very important at what distance the pipe is located, it is also worth paying attention to the following aspects:

  • Find out the cost of materials - pipes of the required diameter, valves, meters, gas appliances, etc., everything that is needed to supply blue fuel. And, as already mentioned, depending on the distance from the house to the gas pipe, make calculations on how much material is needed;
  • Consider how much money you will spend on designing an external gas supply network;
  • Find out how much money will be required to carry out all the work. Only certified companies are allowed to carry out gas work, so you will only need to contact such structures. Otherwise, the controlling organizations will not accept the work;
  • If the house stands alone, there are no neighbors nearby, it may be necessary to build a gas distribution system, and this is a huge expense for one homeowner;
  • Be sure to ask who owns the gas pipe near your site. And will there be any problems with cutting in?
  • If you need to connect through neighboring pipes, then talk to the people living nearby in advance. Find out if there are any problems with connecting to the main line, and how much you need to pay for the connection.

Unfortunately, when developers sell housing, they do not always objectively assess its value. And they are often silent about how much it costs to connect to gas communications.

Consider the time it will take to complete all bureaucratic costs. And it may take more than one month. And for some certificates you also have to pay unaccounted fees.

There are still many unscrupulous home sellers who want to sell real estate for as much as possible. That is why you should not trust traders, you should check everything yourself

Taking a house without gas heating, with the prospect of building it in the future, is still a risky business. There are many difficulties when connecting natural fuels. Material prices are constantly rising. But if you decide to buy a house without gas, then the documentation for subsequent connection to the gas pipe must be in perfect order.

You should:

  1. Draw up papers for the property, a technical passport at the BTI.
  2. Request permission to connect to systems at the gas trust. When you receive it, you will need to complete all instructions. A list of tasks is issued at gas institutions. Everything will have to be done at your own expense.

The owner of the site will be given a ready-made project with a gasification scheme. It will also be necessary to organize earthworks. It is mandatory to comply with all fire safety requirements.

Technology of work execution

Regardless of whether the gas pipe is laid on site or indoors, its transfer must be carried out in the following sequence:

  • First of all, close the nearest shut-off valve located in front of the area to be dismantled. After that, the disconnected pipeline must be purged with compressed or atmospheric air until natural gas is completely removed from the dismantled pipeline; to do this, open the pipe located at the tap, closed with a threaded plug.
  • The gas-air mixture must be discharged to places where people are not present. The estimated purge time is determined at the project development stage; it depends on the diameter of the disconnected section of the pipeline and its length. In any case, despite the calculation data, purging must be carried out for at least 10 minutes. Dismantling of the gas pipe can begin only after a stable explosion-proof atmosphere has formed in it.
  • You can cut a pipe that has become unnecessary using a grinder with an abrasive wheel; this method is considered safer. But professional welders usually carry out this process using a gas welding torch. Let us remind you that all operations must be carried out only by a professional welder who has permission to perform gas work on gas mains.

Moving a gas pipe on site

  • After the pipe dismantling is completed, you can begin installing a new line. All joints are made using a welded connection, only for connecting shut-off valves, meters, consumers or a flexible hose using threads welded onto the pipeline.
  • After completion of the work, it is necessary to check the tightness of all connections. To do this, the closed valve on the main line is opened and the pipeline is filled with gas, while the air displaced from the pipe must be diverted to safe places.

All welded and threaded connections must be checked, but it is worth remembering that tightness testing cannot be performed using open flame (flame of a match, lighter and other similar devices). The test is carried out using soap foam applied to the joints. There should be no bubbles on the surface of the foam layer that appear due to existing leaks. Only complete immobility of the foam can guarantee the tightness of the connection. This checks all existing connections.

The gas line can only be put into operation after the leak test has been completed.

In principle, it is not difficult to remove a gas pipe from a site on your own, but safety requirements cannot be canceled. Any independent intervention in the device or operation of the gas pipeline can lead to the formation of explosive concentrations of the gas-air mixture. At a certain ratio of oxygen and natural gas concentrations in the “explosive mixture,” a high-power explosion can occur; the results of exposure to damaging factors lead not only to human casualties, but also to the complete destruction of apartment buildings.

That is why such work can only be carried out by professionals with permission, and design documentation for the reconstruction of the gas main must be developed by certified organizations.

Remember, natural gas does not forgive mistakes and careless attitude.

This is the situation. There is a bare plot of land, they offer me to buy it. I went and looked and discovered that some kind of underground line was passing nearby and slightly touching the site - the ground level was a little higher in this place. There are no signs. The land belongs to the Ufa region. The agency of land management and architecture of the Ufa region was told that they did not have such information and sent it to the local village council, the local village council also moved out and sent it back to the architecture department. All calls were made by telephone.

Where can I go to find out what kind of communications go underground? Preferably telephone numbers and addresses.

Thank you.

Write your question in writing to the local administration and wait for an answer. in a month, start digging, if you finish, you’ll tell me the answer is that there’s nothing here

if something passes, they put up posts with signs... like at oil refineries

I was selling a plot of land in Kirillovo... there was local electricity running on poles over the edge of the plot. and the setback was about three meters... on the plan there is a shaded strip - it is impossible to erect capital buildings there.

I sold the plot and put a cottage there

and it’s worth writing a letter. The Ufa region is not some kind of wilderness

It is possible that the cadastral docks indicate an encumbrance, for example, a route passes or once passed (oil, gas, etc.)

The owner seemed to be able to find out, there should be a written response today

tell me what's there

Elixir how many acres and price?

Ask local residents. as an option

I’ll tell you how I’ll buy it, while I’m haggling with the owner because of these misunderstandings on the site.

We asked the locals. they don't know.

Of course, it’s better to find out right away. I once started digging a hole for a cellar with an excavator. I broke the fiber optic cable. A whole group of guests arrived. Somehow I hushed up the question. And so the estimate for the repair of the route is not weak: 2 fluid couplings were installed, cables were welded in an auto laboratory, etc.

when I sold mine, it fell within the service area of the high-pressure gas pipeline - about 1 meter. The signs were taken down. The Registrar's Chamber doesn't give a damn. You can't scratch yourself; no one is involved. right now people live, and a new house is standing, but when the need arises, to hell with everything

so that's what we're talking about. Today no one needs it, but tomorrow the equipment will arrive and destroy all your buildings.
